The HRM Second Unit Incentive Program
The Halifax Regional Municipality (HRM) has introduced the Second Unit Incentive Program (SUIP), offering financial support to property owners aiming to build secondary units such as backyard suites.
Program Overview
The SUIP provides non-repayable grants to offset costs associated with water and wastewater infrastructure for new secondary units. Eligible property owners can receive up to $12,912.96 through two distinct grants:
Halifax Water Fees Grant: Covers required Regional Development Charges (RDC) and inspection fees, offering up to $2,912.96 for backyard suites.
Water and Wastewater Infrastructure Costs Grant: Assists with expenses related to connecting new units to Halifax Water systems or on-site well and septic systems, providing up to $10,000.
Important Considerations
All grant applications must be submitted by June 1, 2026.
Construction must be completed, and an occupancy certificate obtained by October 11, 2026.
Units built under this program must be used as long-term housing. Converting the unit to a short-term rental within five years of construction completion will require repayment of the full grant amount.
This grant applies only to property owners constructing their first secondary unit. Properties with existing secondary units do not qualify for this program.
Property owners may also be eligible for the Province of Nova Scotia’s Secondary and Backyard Suite Incentive Program, which offers forgivable loans of up to $40,000 to assist with construction costs.
